It deals with:

S4. Requires Public Companies to maintain a register of substantial shareholders and requires those shareholders to make certain notifications to the Company – say – for example, their interest increases above a certain level (eg 3%)

S10 and 10a Deal with the keeping of registers in both paper and computerised form.
